Emily Beam is the Managing Director and Chief Operating Officer (COO) at the Cyber Risk Institute (CRI), where she leads the organization’s day-to-day operations, strategic execution, and global regulatory engagement at the intersection of cybersecurity, cloud security, artificial intelligence (AI), and technology risk. She works with financial institutions, regulators, and industry bodies worldwide to advance practical, risk-based standards that support operational resilience and effective supervisory dialogue.
Emily also serves as Co-Chair of the U.S. Financial Services Sector Coordinating Council’s (FSSCC) International Committee, a role to which she was elected by her peers, which supports the G7 Cyber Experts Group on cyber resilience and regulatory harmonization issues.
Previously, Emily served as Senior Vice President for Strategy, Operations, and Execution at CRI, where she was responsible for developing and implementing strategies and business plans for CRI, overseeing membership and strategic partnerships, managing key business operating rhythms, and ensuring the organization’s activities are executed effectively.
Prior to joining CRI, Emily held senior roles at the RAND Corporation’s Homeland Security Operational Analysis Center, where she developed high-visibility strategies and analytical products for the U.S. Department of Homeland Security, and at the U.S. House of Representatives Committee on Homeland Security, where she advised Members of Congress and contributed to more than three dozen pieces of legislation. Earlier in her career, she worked at the U.S. Government Accountability Office, leading reviews into mismanagement and control failures that identified over $1.5 billion in cost savings to taxpayers.
Emily holds a B.A. in Government from The University of Texas at Austin and an M.A. in Public Administration from Texas A&M University, graduating with honors from both institutions. She was also competitively selected as a Congressional Fellow at Stanford University’s Hoover Institution. Emily holds the NACD Directorship Certification (NACD.DC).
